On December 30, 1947, the worst snowstorm in centuries hit New York. That was the night Joy Marie
Spicer was born to Mary and Thomas Spicer. She was born and raised in Port Richmond, Staten Island,
New York and spent her entire life on Staten Island. Joy graduated from P.S. 20, Port Richmond H.S. and
received her Associates in Social Work from The College of Staten Island. She worked various clerical
jobs throughout the years and worked as a receptionist at the Visiting Nurse Association on Staten
Island for many years. Joy was very active at First Central Baptist Church in Stapleton; she was most
proud of helping to develop and lead the Death Through Gun Violence Program at the Church working
with numerous families that lost their loved ones through gun violence.
Joy Loved Life. She loved fashion, dancing, and music, she always surrounded herself with family and
friends. In her younger days she loved to spend time with her sisters at Wolfes Pond Park or The Jersey
Shore. Her favorite thing to do was to go shopping in Brooklyn. She enjoyed taking her grandson and all
her nieces and nephews on the ferry boat and into Brooklyn to eat at her favorite restaurants. She also
shared monthly outings having lunch and shopping with her favorite cousin Tina. Joy had a special place
in her heart for her son Frankie who she called (Pop) she loved him dearly and would light up whenever
she spoke of him and made plans to visit him in Florida.
Joy married Frank Otero (deceased) and had three sons. Scott and Raoul pre-deceased her. She is
survived by her son Frank Otero and Grandson Zavien Otero. Joy was predeceased by siblings Jean, Ruth,
Margaret, and Thomas. Also surviving sister Joan Armfield and multiple nieces and nephews. Joy had a
special relationship with her niece Denise, Ramel and their children, Tanisha, Shana and Kariem; who
she raised like her own.
Joy was loved by anyone who met and knew her. She would light up a room with her beauty, her smile,
and her laugh. She will be deeply missed.
Joy is now reunited with her two sons Raoul and Scott.
